Must all schools use the council's shared content?

No. We distribute as recommendation — each class teacher decides whether to use the material. This respects teacher method freedom.

Who is data processor for the council's content?

The council is data controller for its own content, we are data processor under your DPA (GDPR Art. 28). Personal data in lessons should be avoided — we offer a pre-publish check.

Can a pilot from one school be lifted to the whole council?

Yes. The school's content_editor (if assigned) or content admin can copy the lesson to the council library and share with all schools — the original author is credited automatically.

What about GDPR when transferring an author role?

Only the platform administrator can move ownership on learning_content, and always with a reason in the audit log. The original author is preserved as co-author in metadata.
