Two audiences, one tool
The initiative library is leadership's day-to-day planning tool. Empty initiative = no status; active initiative = resources committed. Combined with the annual wheel and the A20 plan, you know exactly what's competing for teacher time.
The municipality sees which initiatives are running per aim and can share finished templates. It creates real cross-school ownership of initiatives.
